नई दिल्ली, केंद्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) ने ‘डमी स्कूलों’ में पढ़ने और प्रवेश लेने वाले छात्रों को चेतावनी दी है। सीबीएसई ने कहा है कि जो छात्र नियमित कक्षाओं में शामिल नहीं होंगे, उन्हें 12वीं की बोर्ड परीक्षा में बैठने की अनुमति नहीं दी जाएगी। ऐसे छात्रों को परीक्षा के लिए पंजीकृत करने वाले स्कूलों के खिलाफ भी अनुशासनात्मक कार्रवाई की जा सकती है।
सीबीएसई डमी स्कूलों के खिलाफ जारी कार्रवाई के तहत परीक्षा उपनियमों में बदलाव करने पर भी विचार कर रहा है। ऐसे छात्रों को राष्ट्रीय मुक्त विद्यालयी शिक्षा संस्थान से परीक्षा देनी होगी। यही नहीं, ‘डमी संस्कृति’ को बढ़ावा देने वाले या गैर-हाजिर छात्रों को प्रायोजित करने वाले विद्यालयों के खिलाफ बोर्ड की संबद्धता और परीक्षा उपनियमों के तहत कार्रवाई की जाएगी।
बता दें कि यह मुद्दा बोर्ड की हाल ही में हुई शासकीय बोर्ड बैठक में भी उठाया गया था। बैठक में यह सिफारिश की गई थी कि इस निर्णय को शैक्षणिक सत्र 2025-2026 से लागू किया जाए। सीबीएसई के अधिकारी ने बताया कि नियमों के तहत बोर्ड परीक्षाओं में शामिल होने के लिए छात्रों की न्यूनतम 75 प्रतिशत उपस्थिति अनिवार्य है।
अनुमति नहीं मिली तो एनआईओएस ही सहारा
बैठक में सामने आया है कि यदि सीबीएसई से अनुमति नहीं मिलती है तो ऐसे छात्र परीक्षा में बैठने के लिए एनआईओएस से संपर्क कर सकते हैं। बोर्ड केवल चिकित्सा, आपात स्थिति, राष्ट्रीय या अंतरराष्ट्रीय खेलों में भागीदारी के मामले में ही 25 की छूट देता है। बोर्ड विचार कर रहा है कि जिन छात्रों की उपस्थिति अपेक्षित नहीं होगी, बोर्ड उनके प्रार्थना पत्र पर विचार नहीं करेगा।

New Delhi: The Central Board of Secondary Education (CBSE) has issued a warning to students enrolled in "dummy schools"—institutions that facilitate exam registrations without ensuring regular classroom attendance. The board has stated that students who do not attend regular classes will not be allowed to appear for the Class 12 board exams. Schools registering such students may also face disciplinary action.
CBSE is considering amending examination bylaws as part of its crackdown on dummy schools. Students failing to meet attendance requirements will have to take exams through the National Institute of Open Schooling (NIOS). Additionally, schools promoting "dummy culture" or sponsoring absentees will face penalties under CBSE’s affiliation and examination rules.
The issue was recently discussed in the board’s governing body meeting, where it was recommended that the decision be implemented from the 2025-2026 academic session. A CBSE official clarified that students must have at least 75% attendance to be eligible for board exams, with exemptions only for medical emergencies, national/international sports participation, or other valid reasons.
### No Permission? NIOS the Only Option
The meeting highlighted that if CBSE denies permission, such students can only appear for exams through NIOS. The board is also considering rejecting requests from students who fail to meet attendance criteria without valid grounds. Currently, CBSE allows up to 25% relaxation only in exceptional cases.
This move aims to curb the practice of proxy schooling, ensuring students attend regular classes and maintain academic integrity.
