प्रदेश में अभी दिन और रात की बिजली दरें अलग-अलग नहीं होंगी। गुरुवार को विद्युत नियामक आयोग ने बहुवर्षीय टैरिफ वितरण नियमन-2025 को मंजूरी देते हुए यह प्रस्ताव हटा दिया है। नियमन प्रदेश सरकार के पास अधिसूचना जारी करने के लिए भेज दिया गया है। यह एक अप्रैल 2025 से लागू होगा जो 31 मार्च 2029 तक प्रभावी रहेगा।
भविष्य में निजीकरण के प्रस्ताव को भी मंजूरी नहीं: इसी के साथ नियमन में भविष्य के निजीकरण का भी प्रस्ताव था, जिसे आयोग ने मंजूरी नहीं दी है। हालांकि, इससे पावर कॉरपोरेशन के निजीकरण की मौजूदा प्रक्रिया पर कोई असर नहीं पड़ेगा। इसके अलावा बिजली दरों की गणना के तरीकों में बदलाव से भविष्य में बिजली दरें बढ़ने का रास्ता खोल दिया गया है। बिजली दरों पर इससे फौरी असर नहीं पड़ेगा। नियमन के प्रस्तावों पर नियामक आयोग ने 19 फरवरी को जनसुनवाई की थी। गुरुवार को जब नियमन को मंजूरी दी गई तो उसमें भविष्य के निजीकरण और दिन-रात का टैरिफ अलग किए जाने के बिंदुओं को शामिल नहीं किया गया है। आयोग ने दिन-रात के अलग टैरिफ पर पावर कॉरपोरेशन का प्रस्ताव आने के बाद विचार करने का विकल्प रखा है। हालांकि, पावर कॉरपोरेशन नियामक आयोग में यूपीएसएलडीसी की सुनवाई के दौरान पहले ही कह चुका है कि साल 2027 -28 तक उसके लिए रात और दिन का टैरिफ अलग-अलग कर पाना मुश्किल होगा।
मनमाने दाम पर नहीं खरीदी जा सकेगी बिजली: नियामक आयोग ने साल 2029 तक के लिए मंजूर किए गए कानून में पहले से अनुमन्य दरों पर ही बिजली खरीद की व्यवस्था रखी है। इससे मनमानी दरों पर बिजली खरीद पर प्रतिबंध लगना तय है। आयोग ने रीवैम्प्ड डिस्ट्रीब्यूशन सेक्टर स्कीम की ट्रेजेक्ट्री लाइन हानियों को बिजली दर के आदेश में अनुमोदित किया था। इसे नियमन में भी जगह दी गई है। प्रशासकीय व सामान्य खर्च के लिए प्रदर्शन के मानक के मुताबिक मुआवजा कानून भी लागू करने के लिए जो खर्च होगा, उसका पूरा ब्योरा बिजली कंपनियों को देना होगा।
खुला बिजली दरों में बढ़ोतरी का रास्ता
नियमन में नियामक आयोग ने बिजली दरें तय करने के लिए वास्तविक खर्च को आधार बना दिया है। इससे भविष्य में बिजली दरें बढ़ने का रास्ता खुल गया है। दरअसल, इसके पहले तक ट्रूअप खर्च पर बिजली दरें तय की जाती थीं। ट्रूअप खर्च में ऑडिटेड आंकड़े इस्तेमाल किए जाते थे। आरोप हैं कि बिजली कंपनियां वास्तविक आंकड़े बढ़ा-चढ़ाकर पेश करती हैं, जिसकी वजह से बिजली दरें बढ़ने का रास्ता खुल जाएगा। उपभोक्ता परिषद के अध्यक्ष अवधेश कुमार वर्मा ने कहा कि नियमन में यह प्रस्ताव मंजूर होने का फौरी असर नहीं होगा क्योंकि अभी बिजली उपभोक्ताओं का बिजली कंपनियों पर 33,122 करोड़ रुपये बकाया है। इसी वजह से पिछले पांच साल से प्रदेश में बिजली दरें नहीं बढ़ी हैं। अब नए तरह से आकलन करने पर बिजली कंपनियों का खर्च ज्यादा आएगा तो पहले उपभोक्ताओं के सरप्लस की राशि कम होगी और एक समय के बाद बिजली दरें बढ़ सकती हैं। उन्होंने कहा कि इस मसले पर उपभोक्ता परिषद संघर्ष के लिए तैयार है।
दो साल तक नहीं भेजेंगे अलग दरों का प्रस्ताव
कॉरपोरेशन ने तब कहा था कि स्मार्ट प्रीपेड मीटर लग जाने के बाद उसे कम से कम दो साल का वक्त आंकड़े इकह्वा करने के लिए चाहिए। ऐसे में यह माना जा सकता है कि कम से कम दो साल तक बिजली कंपनियां रात और दिन का टैरिफ अलग-अलग करने का कोई प्रस्ताव नहीं भेजेंगी। केंद्र सरकार ने पहले ही नियम बनाकर पूरे देश में एक अप्रैल 2025 से रात दिन का टैरिफ लागू करने की व्यवस्था का रास्ता खोल दिया है।
उपभोक्ता परिषद ने इसका विरोध किया था और इसे नुकसानदेह बताया था।

In the state, electricity rates for day and night will not be separated for now. On Thursday, the Electricity Regulatory Commission approved the Multi-Year Tariff Distribution Regulation-2025, removing this proposal. The regulation has been sent to the state government for issuance of a notification. It will come into effect from April 1, 2025, and remain in force until March 31, 2029.
Proposal for future privatization also not approved: Alongside this, the regulation included a proposal for future privatization, which the commission did not approve. However, this will not affect the ongoing privatization process of the Power Corporation. Additionally, changes in the method of calculating electricity rates have paved the way for potential rate hikes in the future, though there will be no immediate impact on electricity rates. The regulatory commission had held a public hearing on the regulation’s proposals on February 19. When the regulation was approved on Thursday, it excluded points related to future privatization and separate day-night tariffs. The commission has kept open the option to consider a proposal from the Power Corporation for separate day-night tariffs in the future. However, during a hearing with the Uttar Pradesh State Load Dispatch Centre (UPSLDC), the Power Corporation had already stated that it would be difficult to implement separate day and night tariffs before 2027-28.
Electricity cannot be purchased at arbitrary rates: The regulatory commission has stipulated in the approved law, valid until 2029, that electricity can only be purchased at pre-approved rates. This will effectively ban the purchase of electricity at arbitrary rates. The commission had earlier approved the trajectory line losses under the Revamped Distribution Sector Scheme in its electricity rate order, and this has also been incorporated into the regulation. Power companies will need to provide a detailed account of the costs incurred for administrative and general expenses, which will be compensated based on performance standards under the law.
Path opened for electricity rate hikes:
In the regulation, the commission has made actual expenditure the basis for determining electricity rates, opening the door for future rate increases. Previously, rates were determined based on "true-up" expenses, which relied on audited figures. There are allegations that power companies inflate these figures, which could lead to higher electricity rates in the future. Awadhesh Kumar Verma, president of the Consumer Council, stated that while this approved proposal will not have an immediate impact—since electricity consumers currently owe Rs 33,122 crore to power companies, and rates have not increased in the state for the past five years—the new assessment method could increase the companies’ reported expenses. This would first reduce the surplus amount from consumers, and eventually, electricity rates might rise. He added that the Consumer Council is prepared to fight on this issue.
No proposal for separate rates for two years:
The Power Corporation had previously stated that after the installation of smart prepaid meters, it would need at least two years to collect data. Thus, it can be assumed that power companies will not propose separate day and night tariffs for at least two years. The central government had already laid the groundwork for implementing separate day-night tariffs across the country from April 1, 2025, through its regulations.
The Consumer Council had opposed this move, calling it detrimental.
